Subject: Re-voting process for the TA’d  2018 CBA.

Dear brothers and sisters,

Today, it was brought to my attention by a non-E board member, that we may have a breach in the security of the recent voting process for the 2018 TA’d CBA.

The member reported to me that when he voted, he noted that there was more ballots in the packet then there were members assigned to vote on his shift.  The member stated that although he wasn’t sure if someone had manipulated the voting process, somebody could have with the extra ballots available to vote with.  The concerned member also was upset that a particular shift steward left his voting packet in his MAIL BOX for his shift to vote as the shift members had the time to vote.  The concerned member thought that it would have been possible for someone have changed someone else’s vote with that lack of security.

After hearing this 1 member concerns about the lack of security and extra ballots.  I talked to the rest of the available E board members that were in attendance of this months Union meeting.  I thought it would be best to notify the body during the local meeting that there was a perceived problem with the security of the voting process.   During the union meeting I made a Motion that was seconded, and then amended, and that amendment was seconded for the approval to restart the voting process for the 2018 TA’d CBA vote.  The call for that question was asked, and a majority body present voted to re-run the vote with a few certain changes.

  1. Ballot packets shall stay in possession of each of the shift stewards or a principal E-board member until all votes for that shift have been cast.
  2. The ballots will be numbered for the number of members assigned to that shift.  The ballots will be issued at the time of voting in a random order.  I.e. Ballot number #1 doesn't necessarily go to the most senior member on that shift nor will be handed to the last person in seniority.   The attempt will be issue a Random ballot Number.
  3. The ballots will have the additional pick of abstention vote.   The member shall only have three choices to vote;  yes, no, or abstention.
  4. Once a member has cast their Ballot, the member will place it in the packet and then member will put their initials or sign their name next on the outside of the ballot packet.
  5. The re-vote restarts the 30 days to vote from today (2-19-2018).   That being said, if all the votes were cast, we had all members that could vote did vote earlier then 30 days, we would Report the results. Conversely, If not all members have voted that could've voted we will have to wait the 30 days to count the vote.

A personal note.  It is my belief that there was NO ill will or corruption in the process of voting.  That being said, with as contentious as this CBA vote is amongst the membership, I believe that the optics of conducting very clean voting process is paramount.   That's why there is a re-vote happening with the indicated changes.

Also, if there's any questions about the details in the TA’d CBA,  please reach out to any of the E- board members.    Make sure your vote is an educated vote.

Thanks for your time and go vote.

Fraternally,

Ronald F. Wasmund,  President, IAFF Local 3390.
